Agentic AI Foundation: Guide to Open Standards for AI Agents

Executive Summary
The Agentic AI Foundation (AAIF) is a newly formed initiative hosted by the Linux Foundation (LF) to coordinate the development of open, interoperable infrastructure for agentic AI – systems that autonomously plan and execute tasks with minimal human guidance. Launched in December 2025 by founding members Anthropic, OpenAI, and Block (among others), AAIF consolidates major open-source contributions (Anthropic’s Model Context Protocol (MCP), Block’s Goose agent framework, OpenAI’s AGENTS.md convention) into a neutral consortium. Its mission is to ensure that as AI moves from passive “chatbot” tools to proactive agents, it does so on open standards that avoid fragmentation and vendor lock-in. Large technology companies (Google, Microsoft, AWS, Bloomberg, Cloudflare, etc.) and numerous startups have joined or signaled support, reflecting broad industry commitment.
This report examines the genesis and goals of AAIF within the broader agentic AI landscape. We review the technical concepts and industry context of agentic AI, including definitions, use cases, and current limitations. We analyze AAIF’s structure, co-founded projects, and membership, contrasting them with other recent Linux Foundation projects (e.g. AGNTCY for multi-agent infrastructure). We incorporate data on agentic AI adoption (surveys by UiPath, IDC, Gartner, etc.), real-world examples (e.g. Virgin Atlantic’s travel-planning concierge, enterprise agents in coding and research), and scholarly findings on agentic AI evaluation, safety, and governance. Using extensive citations from corporate announcements, tech press, and recent research, we assess how a vendor-neutral foundation is likely to shape agentic solution development.
Key findings: AAIF’s open stewardship is expected to accelerate interoperability between diverse agent frameworks and tools, foster innovation by enabling reuse of components, and improve safety by establishing shared best practices. By aggregating community feedback and funding, AAIF may guide standards evolution (as Kubernetes did for containers). At the same time, challenges remain: agentic AI is still early-stage, with concerns about security, ROI, and evaluation methods ([1]) ([2]). We discuss both optimistic and cautious perspectives. In conclusion, AAIF represents an important attempt to “build the plumbing of the agent era” in an open way ([3]) ([4]). Its success will influence whether the next generation of AI agents forms a cohesive ecosystem or splinters into proprietary silos.
Introduction and Background
Artificial intelligence has rapidly evolved from generative models that respond to prompts into more dynamic systems that can take initiatives, plan, and act in the world. Under the term agentic AI, researchers describe AI systems that “can autonomously pursue long-term goals, make decisions, and execute complex, multi-turn workflows” ([5]) ([6]). In other words, an agentic AI goes beyond answering queries to becoming a proactive “teammate” or software agent, performing tasks on behalf of users. Early AI agents include self-driving cars or logistics planners, but the latest generation combines large language models (LLMs) with external tools and integration to handle complex jobs end-to-end ([6]) ([7]).
This transition is being driven by the maturation of LLMs in 2023–2025 and by their integration with external data and services. Companies like OpenAI, Google, and Microsoft have embedded LLMs into interactive agents (for coding, scheduling, e-commerce etc.), and specialized frameworks are emerging. For example, Microsoft has introduced LLM-driven features like Copilot Chat** and **Copilot Studio, and even previewed the idea of an “agentic” Windows 11 as an AI-powered “agentic OS” ([8]). Google’s Gemini assistant has “agent modes” to orchestrate tasks. Meta (Facebook) has open-sourced Llama models powering Guardian agents in logistics. Startups and enterprises are likewise building AI agents for racing tasks – from travel planning (Virgin Atlantic’s AI concierge) to code development (Block’s Goose for software engineering) to financial research and drug discovery ([9]) ([10]) ([11]).
However, these advances have also exposed new challenges. Generative models respond reactively, but agentic systems must manage risk, security, and interoperability over many steps. There have been notable failures: for example, Microsoft’s Gemini-based coding assistant Antigravity was found to have serious security holes and even wiped a developer’s drive, and a Replit AI agent similarly erased data in July 2025 ([12]). Gartner has warned that many agent-oriented projects may lack value, and some firms even advise banning AI-based browsers until safety is proven ([1]). Yet industry interest remains high: Gartner predicts AI sales agents will outnumber human sellers 10:1 by 2028, even if less than 40% of sellers report productivity gains ([13]). A UiPath survey found roughly 65% of organizations piloting or deploying agentic systems by mid-2025 ([14]), and a majority of executives plan to increase investment in agentic AI in 2026 ([14]). Early cost-savings have been reported (e.g. up to 20% maintenance cost reductions at DHL and Siemens ([15])), but broader adoption will require overcoming the technical, organizational, and regulatory barriers of deploying autonomous agents.
In this context of excitement and caution, the Linux Foundation announced in late 2025 the creation of the Agentic AI Foundation (AAIF) ([16]) ([17]). The AAIF is a vendor-neutral consortium under the LF umbrella, intended to host and govern open-source projects related to AI agents. OpenAI, Anthropic, and Block (Affiliated with Jack Dorsey’s Block, Inc.) serve as co-founding stewards, each donating a key project. The initiative has quickly gathered support from cloud providers (AWS, Google Cloud, Microsoft), infrastructure vendors (Cisco, IBM, Oracle, SAP), data and AI companies (Hugging Face, Databricks, Snowflake), and others ([18])([19]). This report analyzes the AAIF’s formation and examines how it may shape the development of agentic solutions going forward. We cover the historical development of agentic AI, the technologies underpinning it, the rationale for open standards, and how AAIF’s open-governance model could influence innovation, interoperability, and trust in this emerging field.
Understanding Agentic AI
What Is Agentic AI?
Agentic AI refers to AI systems endowed with “agency” – namely, the ability to set goals and act autonomously in pursuit of those goals. Unlike narrow models that simply react to inputs, an AI agent can reason, plan, and execute multi-step processes on its own. As industry observers note, “ [AI] agents… shift to autonomous agents that can work together” ([20]). In practical terms, an agentic system might automatically perform a series of tasks (e.g. load data, analyze, decide, take an action, and then track results) without continuous human prompts. It “can integrate tools and collaborate with humans or other agents… breaking down long-horizon tasks into manageable actions” ([6]) ([21]).
A simple analogy: traditional generative AI is like a search engine, answering questions (e.g. “What is the capital of X?”). Agentic AI is like assigning an assistant a broader job: “Plan my trip from London to Tokyo.” The agent then might choose a flight, book hotels, schedule transfers, and communicate with confirmations – delving into multiple steps. Thoughtworks’ definition emphasizes this: agents are like “autonomous robots in the cloud doing things for us” ([7]). As Shayan Mohanty of Thoughtworks explains, we can think of an agent as “a GenAI-powered large language model with a layer of code on top… governing how the model makes its way through the various elements of a process or system – and critically, enables it to do so reliably, and independently” ([22]). In short, agentic AI elevates LLMs from advisors to adroit executors, capable of handling uncertain or evolving tasks.
This concept marks a fundamental shift. Where earlier AI tackled well-defined problems, agentic AI aims at open-ended workflows. It can function in safety-critical domains (medical diagnosis, manufacturing control), customer services (virtual concierges), creative industries (autoregressive design), and complex business processes. For example, companies describe agents autonomously supporting field engineering, financial analysis, and drug research ([10]) ([11]). Meta and Aitomatic built a Llama-based Domain-Expert Agent to guide hardware engineers ([23]), Bayer used agents for drug discovery research ([11]), and OpenAI showed wandering “specialist agents” collaborating on investment strategies ([24]). These exemplify agentic AI’s promise: systems that can “figure out how to navigate” a series of steps in an ambiguous task ([25]).
Agentic AI vs. Traditional AI
The literature distinguishes agentic AI from both classical symbolic AI and typical generative AI. A 2025 survey identifies two lineages: Symbolic/Classical agents rely on explicit planning and persistent state, while Neural/Generative agents use probabilistic generation guided by prompts ([26]). For instance, rule-based systems in safety-critical domains (like automated aviation systems) are symbolic agents, whereas modern AI assistants under the hood use LLMs and heuristics. The study finds symbolic agents are prevalent in healthcare and other high-risk domains due to their transparency and control, whereas neural agents thrive in data-rich, flexible tasks like finance ([27]). Both paradigms converge in many agentic applications: a robotic process may plan steps (symbolic) but rely on language models for flexibility (neural). The authors argue we will likely see hybrid neuro-symbolic architectures going forward ([28]).
Another difference is scope: traditional AI/ML models are usually passive – they don’t initiate interactions. Even advanced LLM chatbots are fundamentally reactive. Agentic AI “goes beyond simple chatbot-style question-response” by acting proactively, executing multi-step jobs ([6]). As Thoughtworks notes, you can ask ChatGPT to brainstorm vacation ideas, but an agentic system would actually “plan out and book your entire vacation” ([25]). This proactive autonomy creates new dimensions: agents may negotiate with other software, discover new data sources, and adapt strategy as situations change ([29]) ([4]).
The Promise and Challenges
Proponents argue agentic AI can dramatically extend productivity. For businesses, agents could automate routine tasks (like coding merges, IT monitoring, or customer queries) and augment human expertise (e.g. research assistants that synthesize reports across sources). For individuals, agents could manage daily life chores (booking travel, scheduling home devices). Early evidence is mixed but suggestive: Siemens reports 20% cost cuts in maintenance using AI-driven analysis ([15]); Gartner predicts AI sales bots will heavily outpace humans by 2028 ([13]). Venture funding into agentic AI startups more than doubled in 2024 ([15]). According to a Thoughtworks survey, roughly half of enterprise IT leaders are already adopting or evaluating AI agents ([30]).
However, the technology is still nascent. Performance and reliability are concerns: a recent review found that many high-scoring agent systems break down in real-world settings because they were only benchmarked on narrow metrics ([2]) ([31]). For example, in healthcare trials, agents optimized for accuracy sometimes failed to account for user safety or context, leading to deployment gaps. Gartner warns that only a minority of sales teams see any productivity boost from agents ([13]). Costs remain high: Thoughtworks estimates training a robust enterprise-grade agent from scratch could cost tens or hundreds of millions of dollars ([32]). There are also social and legal issues: who is accountable when an AI agent makes a harmful decision? One analysis highlights a “moral crumple zone” where responsibility diffuses between developer, deployer, and AI ([33]).
In summary, agentic AI marks a transformative frontier, but one still in flux. As agents take on more responsibility, the need for standards, accountability, and security grows. This leads us to the heart of this report: the formation of a collaborative foundation (AAIF) to help navigate these issues. By providing open, community-driven infrastructure and governance, AAIF aims to steer agentic AI development toward transparent, interoperable, and safe outcomes ([34]) ([29]).
The Landscape of Open Agentic AI Projects
Before AAIF’s creation, several initiatives were already underway to open-source agentic AI infrastructure. It’s useful to survey these efforts to understand AAIF’s place within them.

Model Context Protocol (MCP) – Developed by Anthropic and open-sourced in November 2024 ([35]), MCP is an open standard for connecting AI models to external data and tools. In effect, MCP uses a client-server model: data sources (documents, databases, APIs) expose content via MCP “servers,” and AI agents (MCP “clients”) can query those servers in a standardized way ([36]) ([37]). MCP is likened to a “USB-C port for AI”: it standardizes how applications provide context to LLMs ([36]). Early corporate adopters include Block (which has integrated MCP deeply into its Goose framework ([37])), Apollo, Replit, Sourcegraph and others ([38]). By late 2025, MCP had become widely adopted by major platforms: over 10,000 MCP servers have been published, and frameworks like Anthropic’s Claude, Microsoft Copilot, Google Gemini, and OpenAI’s ChatGPT all support it ([39]). MCP’s broad uptake reflects industry recognition that decentralized data integration is vital for real-world AI agents.

Goose (codename Goose) – Released by Block (formerly Square) in January 2025, Goose is an open-source AI agent framework that orchestrates LLMs with tools under an extensible architecture ([40]). Licensed under Apache 2.0 ([41]), it allows developers to “connect large language models (LLMs) to real-world actions.” By design, Goose discovers systems dynamically via MCP and provides desktop and CLI interfaces for building custom agents ([42]) ([43]). A flagship use-case is its software engineering assistant: Goose can autonomously read/write code, run tests, and manage dependencies in real time ([44]). Block engineers report using Goose to “free up time for more impactful work” ([45]). By fall 2025 Goose had attracted “thousands of developers worldwide” as a reference implementation of MCP ([46]). Block contributed Goose to AAIF so it can evolve under community governance rather than remaining proprietary ([46]).

AGENTS.md – Introduced by OpenAI in mid-2025, AGENTS.md is a Markdown-based convention for giving coding agents project-specific instructions ([47]). In practice, an AGENTS.md file (analogous to README.md) lives with a codebase and tells AI tools the coding conventions, build steps, and testing instructions needed to operate correctly ([47]). This simple standard makes agent behavior more predictable across varied repositories. Since its August 2025 debut, AGENTS.md has seen rapid uptake: one report cited usage by 40,000+ open-source projects and coding agents ([48]); OpenAI itself reports over 60,000 projects and agent frameworks (Amp, Cursor, Devin, Gemini CLI, etc.) adopting AGENTS.md by year-end 2025 ([49]). AAIF will steward AGENTS.md to ensure it remains vendor-neutral and evolves with input from contributing tools ([50]).

Agent2Agent (A2A) – Google Cloud open-sourced A2A protocol in mid-2025 (now under LF), a standard for peer-to-peer communication between agents. Together with anthropic’s MCP, A2A addresses how separate agents can exchange messages and negotiate tasks. Not officially part of AAIF’s launch, A2A is nonetheless part of the Linux Foundation’s ecosystem of agent standards, akin to an “Internet of Agents” ([51]) ([52]).

AGNTCY – Launched July 2025 under LF, AGNTCY provides infrastructure for multi-agent collaboration: discovery, identity, secure messaging and observability ([53]). Originally a Cisco-led project, it now involves Google, Dell, Red Hat and others. AGNTCY overlaps with MCP and A2A (making them discoverable and interoperable) and adds features like agent identity/auth and messaging protocols ([54]) ([55]). It is a complementary effort to AAIF: while AAIF focuses on higher-level protocols and frameworks, AGNTCY builds the networking and security layer for agent interactions.
These projects illustrate a busting activity: vendors and researchers recognize that open protocols and frameworks are needed for agentic AI. By donating core technologies to neutral governance (LF), companies hope to spur ecosystem growth. Table 1 below summarizes key protocols and frameworks now associated with AAIF and related Linux Foundation projects:

The Agentic AI Foundation (AAIF)
Formation and Mission
On December 9, 2025, the Linux Foundation publicly announced the Agentic AI Foundation (AAIF) ([16]) ([17]), heralding it as “a neutral home for building agentic AI.” The founding thrice-donations and broad support underline the industry’s recognition of the need for open coordination. Specifically, Anthropic, OpenAI, and Block each contributed a cornerstone project: Anthropic’s MCP, OpenAI’s AGENTS.md, and Block’s Goose ([58]) ([59]). In doing so, these competitors signaled willingness to cooperate on underlying infrastructure. The announcement was backed by major tech players: Google, Microsoft, AWS, Bloomberg, Cloudflare, Salesforce, SAP, Uber, and many others joined as participating members ([60]) ([18]). A news report summed it up: “Direct competitors like OpenAI, Anthropic, Google, and Microsoft are now working together on open standards for AI agents” ([61]).
AAIF’s stated mission is straightforward: to advance open-source agentic AI by fostering shared protocols, libraries, and best practices under neutral governance ([34]) ([29]). As The Register put it, the Linux Foundation “aims to become the Switzerland of AI agents” ([62]), providing vendor-neutral oversight so that “tools and infrastructure can grow with the transparency and stability that only open governance provides” ([63]). In other words, AAIF is intended as a steward – ensuring that no single company can unilaterally dictate the standards or direction of the agentic ecosystem. Jim Zemlin, Executive Director of LF, emphasized that AAIF will coordinate “interoperability, safety patterns, and best practices specifically for AI agents” ([64]). OpenAI’s Nick Cooper echoed the point, noting that shared community protocols are “essential to a healthy agentic ecosystem” and help avoid fragmentation ([65]) ([66]).
In concrete terms, AAIF is structured as a directed fund within the Linux Foundation ([67]). Companies join by paying dues (scaled by tier) and can propose projects or participate in committees. Crucially, governance follows LF’s proven model: project roadmaps and technical decisions are driven by technical steering committees and contributor consensus, not any single member company ([67]) ([68]). The foundation’s core principles include open governance, innovation encouragement, and sustainability, with a focused mission solely on agentic AI (not broad AI or data science) ([69]) ([70]). In practice, this means all members – large or small – have input on standards while ensuring that projects with demonstrated adoption are prioritized ([71]) ([70]).
Founding Projects and Contributions
At launch, AAIF’s project portfolio consists of the three major contributions and any additional accepted proposals. As Block’s announcement describes under “Founding Projects”, the contributions are as follows:

Goose (codename Goose) – Block’s open-source agent framework ([40]) ([46]). Goose “will transition to community governance under AAIF.” It has already become a reference implementation for MCP, linking LLMs to tools ([46]), and attracted thousands of developers. Under AAIF, Goose remains under its liberal open-source license but gains “neutral governance and broader community input” ([46]).

Model Context Protocol (MCP) – The open protocol from Anthropic for agent-data connectivity ([72]). MCP enables agents to access external content in a standard way. AAIF will house its definition: “MCP demonstrates AAIF’s potential as the neutral hub for cross-industry agentic AI standards” ([72]). (Block engineers, for example, were early contributors to MCP and now serve on its steering committee ([73]).)

AGENTS.md – OpenAI’s agent instruction specification ([74]). AAIF will maintain this “README for agents,” an open format guiding coding agents. At the time of launch, it is already used by “more than 20,000 open source projects” ([74]), though other sources report its adoption grew beyond 40k–60k by year’s end ([49]) ([48]). AAIF ensures AGENTS.md evolves via community input rather than corporate control ([50]).
Beyond these, Block’s and the announcement note that “additional projects from other members” are under evaluation based on adoption and alignment with AAIF’s mission ([71]). Second-wave candidates might include open platforms like Agent2Agent (A2A), Ray (for parallelism, although Ray is already an LF project not specific to agents), and new protocols yet to be conceived.
An important element of AAIF is its membership and tiered structure, which reflects broad industry participation. Beyond founders, “top tier” members include technology leaders such as Microsoft, Google, Amazon Web Services, Bloomberg, and Cloudflare ([19]). A second “Gold” tier encompasses major software and service firms (Cisco, IBM, Oracle, SAP, Snowflake, etc.) ([19]). Dozens of “Silver” members and contributors (from Hugging Face to Prefect.io) also support the effort ([19]). This diversity of members—spanning cloud, enterprise software, and AI vendors—indicates that many stakeholders see value in a common governance of agentic infrastructures.
Governance and Funding
AAIF operates much like other Linux Foundation projects. Member organizations choose to join and pay dues, which fund a governance budget and any directed grants. Those who join can nominate representatives to technical steering committees governing each project ([67]) ([68]). Decisions on releases and roadmap changes follow the meritocratic LF process: code contributions are reviewed openly, and major decisions are made in standards bodies or via community votes. Crucially, LF’s model means no single company can dominate. As Jim Zemlin noted, project roadmaps set by technical steering committees ensure “no single member gets unilateral say over direction” ([75]).
This structure is designed to ensure sustainability. Traditional open-source is known to outlive individual corporate backers when governed by foundations. LF’s track record (Linux, Kubernetes, PyTorch, etc.) suggests that well-run governance can preserve a project beyond the careers of its original creators. For AAIF, the “directed fund” model minimizes upfront complexity: rather than establishing a separate legal entity, AAIF is funded within LF’s nonprofit infrastructure, quickly leveraging existing legal, accounting, and conference organization capabilities ([67]). In practical terms, AAIF members donate money to a common fund, which is then allocated for engineering, marketing, infrastructure, and other community programs around agentic AI.
The immediate focus of AAIF governance is on standards and interoperability. The charter explicitly mentions developing and extending “agent interoperability standards” and ensuring “no single company controls the direction of foundational infrastructure” ([76]). This implies AAIF will facilitate, for example, integrating new features into MCP, extending the AGENTS.md specification, and coordinating releases of frameworks like Goose. It will also likely organize conferences, hackathons, and working groups to promote cross-project alignment ([68]). In effect, AAIF is positioned as a coordinating body to help researchers and developers collaborate, analogous to how the W3C or OpenAI’s OpenAI (foundation) worked for web and AI respectively ([77]).
How AAIF May Shape Agentic AI Development
With the context above, we now analyze the potential impact of AAIF on the development of agentic AI solutions, from both technical and industry perspectives, drawing on evidence and expert opinions.
Interoperability and Standardization
Reducing Fragmentation: One of AAIF’s core rationales is to avoid the splintered ecosystem that could arise without common standards. Without agreement, different tools and platforms might become incompatible “silos” – e.g. one company’s agent could not easily plug into another’s systems. Industry analysts liken agentic AI fragmentation to the early internet before open protocols standardized web communication ([78]) ([4]). AAIF addresses this by aligning protocols: MCP, A2A, SLIM messaging, and AGENTS.md all become community-managed conventions. In an open ecosystem, any developer can build an agent that uses MCP to access data, and it will work with any MCP-compliant data source or front-end tool. Similarly, using a common agent framework (Goose) or file format (AGENTS.md) means different agent implementations interoperate with minimal effort.
In practical terms, this interoperability should accelerate development. Developers spend less time writing custom connectors for each data source or re-solving common problems. For example, a company building an AI assistant can leverage MCP rather than writing its own integration library. OpenAI’s Nick Cooper highlights that community-driven protocols prevent the ecosystem from “diverging into incompatible silos that limit portability” ([79]). In effect, AAIF is creating the “plumbing of the agent era” ([3]), so that threats like one-off connectors need not be devised in every project.
Shared Ecosystem Benefits: Standardization can also encourage a virtuous cycle of adoption. Table 1 above shows that MCP and AGENTS.md quickly achieved large adoption partly because multiple companies agreed to support them. The network effect is visible: once OpenAI, Anthropic, Google, Microsoft etc. all back the same protocol, it becomes a de facto industry standard. Tools then add built-in support because “everyone else uses it.” The Decoder reports that Mellon Foundation now partners like Cursor, Copilot, Gemini, and VS Code all work with MCP or AGENTS.md ([80]) ([39]). This, in turn, attracts more users and dev tools to conform. By extending this principle, AAIF could cement these shared frameworks, making them more robust and broadly compatible over time.
Encouraging Diverse Innovation: An open, federated ecosystem allows varied contributions. For instance, any member (or external contributor) can propose new protocols or frameworks to AAIF. If approved (based on adoption and alignment), they become part of the standard stack. This could lead to new agentic AI libraries, testing tools, or safety monitors. Because the foundation is open, even startups and academics can influence directions. With nearly all the major players participating, it sets the stage for a collaborative, open ecosystem of agentic infrastructure. AAIF’s impact on the development of agentic solutions can be profound:
- By standardizing protocols (for data access, messaging, and agent metadata), it will make agent development more modular and interoperable.
- Through community governance, it will ensure continued neutrality, thereby increasing enterprise trust and reducing fragmentation.
- By pooling expertise and funding, it will accelerate innovation around agentic safety, performance, and tooling.
- Ultimately, by aligning to historical successes of open source, AAIF aspires to let the best ideas emerge from many contributors, in the tradition of the web and the internet itself.
While agentic AI still faces hurdles—risk management, cost, reliable evaluation—AAIF creates an infrastructure to address them. Its broad uptake of foundational projects (MCP, Goose, AGENTS.md) suggests a positive start. If the technology and community deliver on the promise, the next generation of AI agents will indeed be built on open, interoperable protocols managed in the public interest ([86]) ([68]).
