SPARS, which stands for SAMHSA's Performance Accountability and Reporting System, is a web-based, centralized data platform used by the Substance Abuse and Mental Health Services Administration (SAMHSA) and its discretionary grantees. The system was consolidated in 2016 to serve as a "one-stop shop" for grantees, SAMHSA staff, and cross-site evaluation contractors, replacing legacy data systems.
Its primary purpose is to support grantees in reporting timely and accurate performance data to SAMHSA, which in turn helps the agency meet the requirements of the Government Performance and Results Act (GPRA) of 1993 and the GPRA Modernization Act of 2010.
SPARS supports grants across SAMHSA's three service centers: the Center for Mental Health Services (CMHS), the Center for Substance Abuse Prevention (CSAP), and the Center for Substance Abuse Treatment (CSAT).
Key Capabilities:
- Data Entry and Submission: Grantees enter client-level and program-level data directly into the online portal.
- Data Upload: The system supports CSV batch upload of participant-level data.
- Online Reporting and Data Visualization: Users can generate online reports, access data visualizations, and download data in formats like Excel or HTML for program improvement and monitoring.
- Support and Resources: It provides a comprehensive Resource Library (FAQs, QxQ guides, user guides, codebooks), live and pre-recorded training, and a dedicated Help Desk for technical assistance.
The data collected is vital for monitoring program alignment with national behavioral health goals and is a key factor in formulating SAMHSA policy and future program direction.
